Suite à une péti­tion visant à obtenir de l’ad­min­is­tra­tion Oba­ma « une aide en vue de la libéra­tion des ter­ri­toires azer­baïd­janais occupés par l’Ar­ménie, “la Mai­son Blanche a souligné qu’il était impor­tant de «restituer les ter­ri­toires autour du Haut-Karabakh à l’Azer­baïd­jan”.

Dans sa réponse, la Mai­son Blanche a par ailleurs exhorté l’Ar­ménie et l’Azer­baïd­jan à «faire preuve de retenue et entamer immé­di­ate­ment des négo­ci­a­tions en vue d’un règle­ment glob­al» qui passerait par «une déter­mi­na­tion du statut du Haut-Karabakh».

Elkhan Suley­manov, prési­dent de l’As­so­ci­a­tion pour le développe­ment de la société civile en Azer­baïd­jan et insti­ga­teur de la péti­tion, s’est félic­ité de cette réponse mais s’est déclaré déçu par son «car­ac­tère vague et évasif».

Il a souligné que les États-Unis font par­tie des cinq mem­bres per­ma­nents du Con­seil desécu­rité des Nations Unies et co-prési­dent le groupe de Min­sk de l’OSCE aux côtés de la Russie et de la France, un groupe qui «n’a fait aucun pro­grès vers la libéra­tion des ter­ri­toires occupés», comme le rap­pelait la péti­tion.

«Nous espéri­ons que la Mai­son Blanche sou­tiendrait explicite­ment la réso­lu­tion récem­ment adop­tée par l’Assem­blée par­lemen­taire du Con­seil de l’Europe (APCE) appelant au retrait immé­di­at des troupes arméni­ennes des ter­ri­toires occupés», a déclaré M. Suley­manov avant d’a­jouter que «cela n’a mal­heureuse­ment pas été le cas».

Elkhan Suley­manov a déclaré avoir pris note avec sat­is­fac­tion de l’ap­pel à la resti­tu­tion des ter­ri­toires autour du Haut-Karabakh à l’Azer­baïd­jan lancé par la Mai­son Blanche et de l’ab­sence de prise de posi­tion de celle-ci en faveur d’une solu­tion séparatiste pour le Haut-Karabakh. «Pour ce qui est du futur statut du Haut-Karabakh, nous notons que son degré d’au­tonomie locale peut en effet être déter­miné, comme cela se fait dans de nom­breux pays européens. Le Haut-Karabakh fait et fera tou­jours par­tie de l’Azer­baïd­jan.»

La région azer­baïd­janaise du Haut-Karabakh et sept provinces envi­ron­nantes ont été occupées par l’Ar­ménie lors de la péri­ode de vide poli­tique qui a suivi la chute de l’U­nion sovié­tique. Les com­bats qui ont repris en avril ont fait des cen­taines de vic­times. En plus de l’APCE, les Nations Unies, le Par­lement européen et l’OSCE ont appelé au retrait immé­di­at et incon­di­tion­nel des troupes arméni­ennes des ter­ri­toires azer­baïd­janais.

La péti­tion, qui a recueil­li trois fois plus de sig­na­tures que néces­saire pour avoir la garantie d’une réponse de la Mai­son Blanche, exhor­tait égale­ment la Mai­son Blanche « à con­tribuer à la préven­tion d’une cat­a­stro­phe human­i­taire dans la région » du fait des dan­gers posés par le bar­rage non entretenu de Sarsang, situé sur le ter­ri­toire du Haut-Karabakh occupé par l’Ar­ménie.

Dans sa réponse, la Mai­son Blanche a indiqué qu’elle « con­tin­uera à faciliter les dis­cus­sions liées aux ques­tions human­i­taires » et que des experts tech­niques inspecteront le bar­rage et se pencheront sur la ges­tion de l’eau.

White House Calls for the Return of Armenian-Occupied Territories to Azerbaijan

In response to a peti­tion which called on the Oba­ma admin­is­tra­tion “to assist in the lib­er­a­tion of the Azer­bai­jani provinces occu­pied by Arme­nia,” the White House stressed the impor­tance of “the return of the ter­ri­to­ries sur­round­ing Nagorno-Karabakh to Azer­bai­jan’s con­trol.”

In its reply, the White House fur­ther urged Arme­nia and Azer­bai­jan “to demon­strate restraint and enter into an imme­di­ate nego­ti­a­tion on a com­pre­hen­sive set­tle­ment,” which would include “a deter­mi­na­tion of Nagorno-Karabakh’s sta­tus.”

Elkhan Suley­manov, the Pres­i­dent of the Asso­ci­a­tion for Civ­il Soci­ety Devel­op­ment in Azer­bai­jan who ini­ti­at­ed the peti­tion, wel­comed the response but expressed dis­ap­point­ment about its “vague and non­com­mit­tal lan­guage.”

He point­ed out that the Unit­ed States is one of five per­ma­nent mem­bers of the UN Secu­ri­ty Coun­cil as well as co-chair of the OSCE Min­sk Group, the medi­a­tors also con­sist­ing of Rus­siaand France, which has made “no progress towards the lib­er­a­tion of our occu­pied ter­ri­to­ries,” as the peti­tion stat­ed.

“We had hoped for an explic­it endorse­ment by the White House of the recent res­o­lu­tion by the Par­lia­men­tary Assem­bly of the Coun­cil of Europe (PACE), call­ing for the imme­di­ate with­draw­al of Armenia’s forces from the occu­pied ter­ri­to­ries,” Suley­manov said, adding, “sad­ly, that did not hap­pen.”

Suley­manov said he appre­ci­at­ed the White House state­ments that the ter­ri­to­ries sur­round­ing Nagorno-Karabakh should be returned to Azer­bai­jan’s con­trol and that it is not sup­port­ing a sep­a­ratist solu­tion for Nagorno-Karabakh. “About the future sta­tus of Nagorno-Karabakh, we note this may be indeed deter­mined when it comes to the lev­el of local auton­o­my, as it is for instance the case in many Euro­pean coun­tries. Nagorno-Kar­bakh is and will always be part of Azer­bai­jan.”

The Azer­bai­jani region of Nagorno-Karabakh and sev­en sur­round­ing provinces were occu­pied by Arme­nia dur­ing the post-Sovi­et pow­er vac­u­um. Fight­ing erupt­ed again in April, result­ing in hun­dreds of casu­al­ties. In addi­tion to PACE, the Unit­ed Nations, Euro­pean Par­lia­ment and the OSCE have all called for the imme­di­ate and uncon­di­tion­al with­draw­al of Armen­ian troops from the Azer­bai­jani ter­ri­to­ries.

The peti­tion, which received more than triple the num­ber of sig­na­tures need­ed to secure a response from the White House, also called on the Oba­ma admin­is­tra­tion “to assist in the pre­ven­tion of a human­i­tar­i­an cat­a­stro­phe in the region” because of the dan­gers posed by the neglect­ed Sarsang dam, which is locat­ed in the Armen­ian-occu­pied ter­ri­to­ry.

In its response, the White House not­ed that it will “con­tin­ue to facil­i­tate dis­cus­sions relat­ed to human­i­tar­i­an issues” and that tech­ni­cal experts will inspect the dam and water man­age­ment.
